Before you read this, know that this is not a suggestion. As of this moment, this system is in effect under the approval of Shadow.
When a moderator sees an infraction of the rules, he or she will write a warning in the violator's comment box on their profile. Profiles can be accessed by clicking on the Members menu underneath the RuneScape logo. After a warning is written, the moderator must report the incident to Shadow, Dan, or myself. When an admin sees warnings building up, he will contact the other admins and together they will decide whether the user deserves the BANHAMMER.
A warning should look like this:

The infraction isn't always going to be spam. Hopefully you get my point. When reporting a warning to an admin, the contents should look the same as the warning itself. In other words, just copy and paste the warning and then PM it to an admin.
There is a great deal of trust and responsibility that comes with this system. Mods need to be responsible to enough not to report people for something rediculous like poor spelling. Only something that directly violates our rules. Since comments can be erased, we are trusting users not to delete their warnings. You will also have to trust the admins not to get ban-happy and ban everyone for their first minor infraction.
Also, be aware that Admins and Mods are not above receiving a warning.
