Well, pretty simple, really. Advertisers go around the internet and Runescape, advertising rsuforums. In exchange for this, they'll get to moderate a special advertising section. To apply for an advertiser rank, use this forum:

Why you would make a good advertiser: What you would do to help or speed up advertising and the inflow of members: How will you advertise? (Runescape, internet or both?) Will you be able to keep active on the forums as well?
