When you have been rejected, you cannot apply again until after a week. Any duplicates (copy and paste of previous applications) will be completely ignored, or given a 0/20.

I'm following Shadow's tips and I have made some good signatures in my last few that I've made.

What would you rate yourself in GFX on a scale of 1-20?
Probably 15. I'm quite good but there's still some stuff to learn

Not really a leader but maybe just a team member

I believe that I should face a temporary ban from the SOTW section and maybe be temporarily banned from the GFX team, not permanently.
